ISHMII Task Force on Standardization

The report provides an overview of the activities, objectives, and achievements of the ISHMII Task Force on Standardization, chaired by Zhishen Wu with co-chairs Yi-Qing Ni and J. Brownjohn, and involving leading SHM experts from Canada, the United States, Europe, China, Japan, and South Korea, including A. Mufti. The report explains that the primary motivation for developing SHM codes and standards is to help governments, infrastructure owners, and engineering professionals protect public safety and critical infrastructure while bridging the gap between research advances and engineering practice. To achieve this objective, the committee established a multi-level framework for international SHM standardization, consisting of Level I codes covering general principles and methodologies, Level II guidelines for specific structures and sensing technologies, and Level III recommendations based on national and regional standards. The report summarizes the development of the ISHMII SHM Code Level I, describing its scope, review process, organizational structure, and key features, including lifecycle monitoring of new and existing infrastructure, monitoring of both individual structures and infrastructure networks, integration of advanced sensing technologies, artificial intelligence, machine learning, deep learning, and big-data management. It further highlights the code’s broad applicability to bridges, tall buildings, tunnels, railways, and other major infrastructure systems, emphasizing the committee’s vision of creating internationally harmonized guidance that supports structural performance evaluation, damage prognosis, health rating, and life-cycle maintenance management of civil infrastructure.
